ABSTRACT
Today, the fluidity of the road traffic in Abidjan is bad
because of accidents and breakdowns of the vehicles on the roadway. The removal
of these vehicles constitutes a problem for the authorities. So, institutional
actions are taken. But the problem persists.
The present study was carried out in order to make a diagnosis of
the situation and suitable proposals to suppress the phenomenon.
The analysis shows that two categories of breakdown service
propose their activities:
- a legal service authorized and recognized: SOAD. SOAD is the
alone service to have a contract for removing the vehicles in Abidjan.
- a service which exploits shares of market too, particular
break-down mechanics brought together within UDEPCI.
We observe a conflict of competence on the ground between
these two services. The origin of the conflicts is in the payments. An analysis
of those was made. It permits to make some proposals.
The actions to undertake in order to cure this problem are:
- the confirmation of SOAD as single operator in Abidjan by
the signature and the approval of the draft convention. We must include in this
convention some indicators of performance.
- SOAD must give some shares of market to UDEPCI.
The advantage of these actions is to permit a monitoring and
the evolution of the conceded public service. The follow-up of convention
relating to this public utility must be ensured by AGETU in Abidjan. So, this
structure will have to be equipped:
- adequate logistics, particularly two vehicles to furrow in
Abidjan. It consists to an initial investment of FCFA 21 000
000. The exploitation for the first year will cost FCFA 12 139
760.
- a toll-free number.
The great improvement to be brought is the setting-up by
Côte.d'ivoire of a service of fast reports equipped with human and
logistic means. So, the current slowness of the reports carried out by the
police force will be deleted. This service could be within the concessionary
company in order to guarantee the effectiveness of the operations.
