ABSTRACT
The technological revolution which guides the world, includes
all regions of the world and works by the means that users impulse to her.
Since the manufacturing of the first computer in 1952, informatic tool has
progressively changed as a life part of day to day live of societies. The
emerging of technological phenomenon in Africa in early 2000's made states
facing new security threats, which are hard to solve. By a growing side, these
new threats come to question the security concept in those developping
countries, by hardening the securisation task of their territories. With a
double face nature, cyberspace tools are in the same time instruments at the
service of state for the enforcement of their security.
This work follows that dual conception security/insecurity, as
an analysis of both faces of a coin, considering permanent vulnerabilities
through cyberspace due to structural and conjonctural situation of ECCAS
States; but also of opportunities that those states could exploit to improve
their security and impose their autority in an anarchic considered space.
