ABSTRACT
In order to assess the trend in income distribution in Cameroon
during 1996 and 2001
periods and to understand it in the context of macroeconomics
changes that occur during this
period, this study attempts firstly to appreciate the
trend in spatial inequality using the Gini
index and the Generalised class of entropy index. Secondly, it
empirically analyses the trend
in polarization in Cameroon during and after Structural
Adjustment Programmes (SAP's) via
the Duclos-Esteban-Ray index ( DER ) and Foster-Wolfson
index (W ). And finally, it tries to
compare these two variations with a view to bring out
divergences and similarities between
these twins phenomena in Cameroon. To do it, this study used the
1996 and 2001 Cameroon
household consumption surveys.
The results show an increase in inequality and attribute
this to rural areas, with the
exception of Rural Savannah region which, as the urban
areas and the largest cities Douala
and Yaounde experienced an improvement in their inequality
levels. The two measures of
polarization give conflicting results at the national
level, the Foster-Wolfson index showing
an increase while DER indexes indicate a
decrease. In general, inequality and polarization
move together in areas and regions but conflict at the national
level.
This study recommends that any policy to reduce inequality in
Cameroon must focus
more on within-group components. More fairness in income
redistribution would improve
growth and reduce poverty and mitigate inequality and
polarization in a simultaneous fashion.
Those addressing these three aspects in a consistent manner can
best be designed within the
ambit of carefully targeted transfers (road construction,
drugs access facilities and fight
against corruption for instance) that are group neutral, yet
reaching the vulnerable segments of
each group.
