ABSTRACT

Nowadays, the best tool to change the human mentality is no longer fire, but culture. In the digital age, the cultural influence is fast-moving more than what we can imagine. Within this world of `giving and receiving', what is the internationally recognised artistic contribution of Cameroon through its television channels?

This dissertation entitled `Artistic practices and television in Cameroon in the digital age' focuses on the observation that programmes supply on artistic practices is very low. However, talents should hardly suffer from the lack of visibility with the advantages offered by new technologies. This does not allow us to explore the potential of the artistic masterpieces we have in order to spread them worldwide. It is a real danger, as a society gradually loses its background and own destiny when invaded daily by foreign images threatening its collective memory. Our work is divided into three parts. In the first part, it points out that a few television channels devote specific programmes to living arts, plastic arts and photography, as they do with politics and sport, because they are unaware of the importance of artistic practices in terms of content, on the one hand, and `bandwagon effect', on the other hand. In the second part, we were able to create 28 synopses. This shows how artistic practices can be a source of programme creation. Implementing these programmes would not only help to better advertise the artist and his or her work, but would also be beneficial from an educational stance for everybody, and especially for secondary school students. The third part aims to show that a cultural TV channel can generate income like any other TV channel. At the same time, it would help reduce unemployment by creating jobs for journalists, presenters and technicians. To do so, we put an emphasis on Cameroonian media. Then, we analysed the development and operation mechanism of each channel, based on information gathered during interviews. Finally, it emerged that it is possible to increase the rate of broadcasting. However, this rate is still low because of the broad nature of channels and the economic policy of each. Redefining article 9 of the 2015 law governing audiovisual activity; creating cultural and/or specialised thematic channels would enhance arts and culture in Cameroon.
