Résumé :
La Recherche des Causes et Circonstances des Incendies, en
tant que telle, trouve son expression dans une discipline scientifique et
technique, d'origine Nord Américaine. Son encadrement juridique outre
atlantique présente un périmètre défini qui pour
son application en France est susceptible d'évolution.
Le récent intérêt que portent les Services
d'Incendie et de Secours Français à ce domaine se doit de trouver
sa place au sein de notre droit positif.
Pour cela il convient de déterminer la place que peuvent
occuper les sapeurs-pompiers, aux cotés des autres acteurs
institutionnels existants.
La problématique posée concerne les
éventuelles nécessités de formation complémentaire
pour les personnels intervenant et les possibles interférences pouvant
impacter leur comportement opérationnel.
Cette situation nécessiterait donc de porter une attention
plus particulière sur les trois phases essentielles que sont :
> La phase d'attaque, en limitant l'altération inutile
des lieux,
> La phase de déblai, en le limitant à la
stricte nécessité et en figeant les situations
modifiées,
> La phase de traçabilité et d'exploitation des
données recueillies.
Resume :
The search for both causes and consequences of fires founds its
expression in a technical and scientific discipline from North America. Its
juridical surround presents a well-defined perimeter whose direct application
may be caution to changes in France.
The fire services and the French rescuers have recently developed
an interest in this domain which currently needs to be legislated to be
embedded in the juridical rights.
This can be realized by determining both the places and roles the
firefighters should have among the different existing institutions.
This problematic involves eventual complementary trainings for
the staff and potential interferences that may alternate their operational
behaviours.
This situation would thus need to emphasize the important role of
the three main phases:
> The attack phase where it would be important to weaken the
useless deflagrations of the places.
> The clearing phase where every superficial action should be
avoided and the modified situations have to be fixed.
> The traceability phase where one has to exploit the
information in order to optimize the global understanding of the situation.
