communaux : Appui à la mise
en place d'une base de données pour une
gestion optimale du
patrimoine bâti de la commune de Dapelogo »
La gestion du patrimoine bâti communal est l`un des
principaux éléments dans la gestion locale et la maîtrise
d'ouvrage communale.
En effet, le contexte actuel place réellement la gestion
du patrimoine bâti au centre des priorités locales car c'est de
là que le développement local tient son intérêt et
sa réussite.
La connaissance du patrimoine bâti consiste en une
connaissance des infrastructures existantes, les besoins, les investissements
nécessaires et cela constitue un préalable à sa gestion
optimale. Ce qui représente une tâche importante pour les acteurs
locaux, s'ils ne disposent pas d'outils efficaces à exploiter.
La mis en place de la base données et des outils de
collectes d'informations et de suivi des investissements et interventions
constitue une première réponse à cette
préoccupation pour la commune de Dapelogo, mais l'efficacité de
l'outil dans la production de résultats dépendra de l'implication
de chaque acteur en jouant le rôle qui est le sien. Car cette base de
données est constitué d'informations diverses sur le patrimoine
bâti communal, son exploitation, et permet d'intégrer
l'état de dégradation et des réajustements à
apporter sur les investissements opérés pour un
épanouissement de la population.
La création de la base de données a
été faite sur Microsoft Access, à partir d'un
modèle conceptuel réalisé suivant les besoins du conseil
municipal et des règles de gestion et validé avec les
utilisateurs et l`équipe d'encadrement, avant la synchronisation avec
Arc Gis pour la partie Système d'Information Géographique.
L'outil ainsi réalisé comporte des
éléments sur le patrimoine bâti communal, les acteurs
impliqués dans sa réalisation, son exploitation et le suivi de
son évolution.
La finalisation du travail à consister à la
présentation des fonctionnalités du SIG de Dapelogo,la production
de requête et des cartes thématiques et une proposition d'une
stratégie d'appropriation.

The management of the municipal built heritage (holdings) is one
of the main elements in the local management and the municipal project
ownership.
Indeed, the current context really places the management of
the heritage built in the center of the local priorities because it is from
there that the local development holds its interest and its success. The
knowledge of the built heritage consists of knowledge of the existing
infrastructures, the needs, the necessary investments and it establishes a
prerequisite in its optimal management. What represents a task important for
the local actors, if they do not incline effective tools to exploit?
Was set up by the base data and tools of collections of
information and follow-up of the investments and the interventions the
efficiency of the tool in the production of results establish a first answer to
this concern for the municipality of Dapelogo, but will depend on the
implication of every actor by playing the role which is his. Because this
database is established by diverse information on the municipal built heritage,
its exploitation, and allows to integrate the state of degradation and the
adjustments to be brought on the investments operated for a blooming of the
population.
The creation of the database was made on Microsoft Access,
from an abstract model realized from the command of the City Council and the
rules of management and validated with the users and the team of frame, before
the synchronization with Bow Be lying for the part Geographical Information
system.
The tool so realized contains elements on the municipal built
heritage (holdings), the actors implied (involved) in its realization, its
exploitation (operation) and the follow-up of its evolution. The finalization
of the work to consist at the presentation(display) of the features of the SIG
of Dapelogo, the production of request and the thematic cards(maps) and a
proposition of a strategy of appropriation.
