RESUME:
Perçue en règle générale comme
un système de dévolution du pouvoir par le centre (l'Etat) vers
la périphérie (les collectivités et leur territoire), la
décentralisation fait la promotion du développement
local.
Débuté par le premier axe qu'est la
communalisation en 1980, la décentralisation ivoirienne connaitra entre
autres, le Conseil Général à partir des élections
de Juillet 2002 et dès 2003, celui de Dimbokro est devenu
opérationnel. Jadis, faisant partie de " la boucle du cacao ", et donc
un maillon essentiel de la croissance et du développement
économique de la Côte d'Ivoire, le département de Dimbokro
a perdu cette place au détriment d'autres localités comme
Soubré et Fresco. L'institutionnalisation des Conseils
Généraux mettant l'accent sur la participation locale devrait
permettre au département de Dimbokro d'amorcer son redémarrage
économique.
Dans notre étude, nous avons utilisé
l'approche qualitative dans sa version phénoménologique en
s'appuyant sur des entretiens individuels et des focus groups, et un
questionnaire pour le volet quantitatif.
Ainsi, dans l'objectif de déterminer les
mécanismes de construction des rapports sociaux autour de la
participation de la population de Dimbokro au développement local, la
méthode dialectique et l'analyse stratégique ont permis
d'atteindre un certain nombre de résultats.
Les résultats auxquels nous avons abouti montrent
que la consultation est la configuration majeure de la participation de la
population de Dimbokro à son développement.
L'étude a aussi mentionné que le manque de
cadre d'expression dû à l'influence politique, le manque de
compétences adéquates et l'analphabétisme d'une frange de
la population constituent des obstacles à la participation de la
population de Dimbokro à son développement.
Néanmoins, le regroupement de la population et la
communication sont des mécanismes de participation capables d'oeuvrer
à l'atteinte des objectifs de développement de Dimbokro.
Dans le but donc d'assurer une citoyenneté locale
active et constructive, il apparaît nécessaire, de favoriser
l'appropriation du concept de décentralisation par les populations,
à travers la compréhension de ses enjeux et ses
perspectives.

ABSTRACT:
The decentralization makes the local development
promotion. It is perceived as the system of devoutness at central power (the
state) to the periphery (the communities and their territory).
The decentralization in Côte d'Ivoire began by the
first implement that was the township in 1980 then followed by the county
council from July, 2002 elections. Since 2003, the General Council of Dimbokro
became operational.
Dimbokro was formerly, part of the «cocoa
buckle» and was an essential link at the growth and the economic
development of the Côte d'Ivoire. Dimbokro department had lost this place
to the detriment of others localities such as Soubré and Fresco. The
institutionalization of the General councils stressed on the local
participation should enable the department of Dimbokro to begin its economic
recovery.
In this research we used the qualitative approach in its
phenomenological version based on individuals' interviews and focus groups, and
a questionnaire for the quantitative section.
Thus, in the objective to determine the mechanisms of the
relationship construction about the participation of the population of Dimbokro
to the local development, the dialectical method and the analysis strategy have
enabled to reach results.
The results shown that the consultation is the principal
configuration at the participation of the population of Dimbokro on its
development. The research mentioned also that the lack of expression frame
owing the political influence, the frame of the competences appropriates and
the illiteracy of one fringe of the population constitute some obstacles to the
participation of Dimbokro's population to its development.
Nevertheless, the grouping together of the population and
the communication constitute some mechanisms of participation able to strive
Dimbokro objectives' development.
With a view to assure an active and constructive local
citizenship, it is necessary to favour the appropriation of the
decentralization notion by the populations, through the understanding to its
stakes and its prospects.
