Résumé
Depuis 2007, les ressortissants roumains présents sur
le territoire français peuvent être reconduits en Roumanie par
l'OFII, au moyen d'aides au retour humanitaire. Les Roumains
bénéficiaires de ces aides au retour sont « quasi
exclusivement » des Roms.
Dans ce contexte, ce travail étudie les
stratégies mises en place par les différents acteurs de cette
migration. Les aides au retour humanitaire, élaborées par les
pouvoirs publics, manquent de cohérence, car elles ne prennent pas en
compte les stratégies migratoires des migrants. Les Roms roumains
bénéficiaires d'aides au retour, utilisent l'argent qui leur ait
versé, pour amplifier leur circulation migratoire. Ce
phénomène migratoire est peu connu et mal compris par les
pouvoirs publics et le milieu associatif.
Tous les acteurs ont des conceptions différentes de
leur pratiques, ainsi que des stratégies conçues par les autres
intervenants de cette migration de « retour ». Ce sont,
également, ces conceptions que ce travail tente d'étudier, au
travers des entretiens réalisés avec douze acteurs du milieu
associatif.

Summary
Since 2007, Romanian citizens can be escorted back from
France, to Romania, by the French Office for Immigration and Integration, by
means of humanitarian repatriation grants. Romanians benefiting of those
repatriation grants are «almost only» Roma.
In this context, this paper studies the strategies set up by
the different actors of this migration. The humanitarian repatriation grants
elaborated by the authorities are inconsistent, because they do not take into
account the migratory strategies of the migrants. The Romanian Roma benefiting
of repatriation grants use the money they receive to intensify their migratory
circulation. This migratory phenomenon is not well known and misunderstood by
the authorities and the NGO.
All the actors have different conceptions of their own
practice, as well as the strategies conceived by the other participants of the
returning home migration. This paper attempts to study those different
conceptions, thanks to twelve interviews of NGO workers.
