Depuis le 24 mars 2013 la République Centrafricaine
(RCA) traverse l'une des crises les plus graves de son histoire. Cette crise a
eu des conséquences néfastes sur l'ensemble du territoire. Ainsi
l'État centrafricain étant dans l'incapacité d'assurer la
protection de sa population civile, a sollicité le soutien de la
Communauté Internationale, en l'occurrence, l'ONU en vue d'une
intervention en RCA. Mais le contexte sécuritaire actuel en RCA pose
plusieurs inquiétudes si bien que l'on arrive à s'interroger sur
l'effectivité et l'efficacité de la mission de l'ONU. De ce fait,
quel est l'apport onusien à la résolution de la crise
sociopolitique centrafricaine de 2013 ? Au regard de la
réalité, l'apport de l'ONU en République Centrafricaine
est mitigé car d'une part elle a fourni un important soutien en vue de
la sécurité et de la stabilisation du pays et d'autre part, sa
contribution reste inefficace face à l'interminable crise
centrafricaine. En effet, la contribution de l'ONU en République
Centrafricaine apparaît sous deux angles d'abord la restauration de la
sécurité par l'imposition des sanctions votées par le
Conseil de Sécurité aux différents acteurs de la crise et
ensuite la restauration de l'autorité de l'État par
création de la MINUSCA. Mais ses efforts multiformes de la MINUSCA
restentperfectibles en raison des contraintes inhérentes à la
MINUSCA d'une part, et des contraintes externes d'autre part. Pour ce faire,
l'on recommande à l'ONU la nécessité d'un mandat
d'imposition de la paix comme priorité et opportunité ; la
nécessité d'un mandat clair, efficace et réaliste de la
MINUSCA ; le respect du principe d'impartialité et du but
visé par l'ONU ; la réforme du secteur de
sécurité comme condition nécessaire et urgente pour la
stabilisation de la RCA et la levée totale de l'embargo.

Since march 24th, 2013, the Central African Republic (CAR) has
been going through one of the most serious crises in its history. This crisis
had negative consequences throughout the country. Thus, the Central African
state, being unable to ensure the protection of its civilian population,
requested the support of the international community, in this case the UN for
an intervention in CAR. But, the current security context in the CAR raises
several concerns so that one can wonder about the effectiveness and efficiency
of the UN mission. Therefore, what is the UN contribution to the resolution of
the Central African crisis of 2013? In reality, the contribution of the UN in
Central African Republic is mixed because on the one hand, it has provided
significant support for the security and stabilization of the country and on
the other hand, its contribution remains ineffective in the face of the
interminable Central African crisis. Indeed, the contribution of the UN in the
Central African Republic appears from two angles, first, the restoration of the
security by the imposition of the sounds voted by the Security Council on the
various actors of the crisis and then the restoration of the autority of the
state through the creation of MINUSCA. But its multifaceted efforts by the UN
can still be improved because of the constraints which are inherent on the one
hand to MINUSCA and on the other hand external. To do this, we recommend to UN
the need for peace enforcement mandate as a priority and opportunity ; the
need for a clear, effective and realistic mandate from MINUSCA ; the
respect for the principle of impartiality and the goal of the UN ; the
reform of the security sector as a necessary and urgent condition for the
stabilization of the CAR and the total lifting of the embargo.
