ABSTRACT
Our Master thesis focuses on the theme: "Problem of the
effectiveness of Non-Governmental Organisations Development (NGDOs) of
Kasaï Oriental Province, in DRC, case study of Tshilenge District"
In DRC, the law n°004/2001 of July 2001 and the NGDO code
of conduct govern and regulate the conditions of existence and operation of
NGDOs on the whole territory of the country. The dispositions prescribed by
these laws aim to ensure the performance and professionalism of NGDOs. By the
same token compliance prescribed of these laws becomes a sine qua non condition
of the "efficiency" of NGDOs.
The observation and analysis of the ONGD of TSHILIENGE
district show, in general way, that are few or not in rule vis-à-vis the
laws in this area. Indeed the all NGDOs have legal documents of existence such
as Status and Internal regulations. However very few have essential management
documents that include: Manual of Procedures and The document of Financial and
administrative procedures, Job Description. This situation leads to lack in the
management of these NGDOs which are characterized in particular by: (i) lack of
good associative governance, (ii) lack of resource management transparency,
(iii) lack of professionalism in the conduct of business development,(iv) Low
impact interventions in favor of impoverished class. This has the consequence
of loss credibility of NGDOs vis-à-vis to donors, private donors or
local populations.
