Summary of dissertation : ESDP is in full construction today. Its
necessity is doubtless, it was revealed by the incapacity of the European Union
to intervene on the European territory. France and Germany always played an
essential role in the construction of the European Union; but building a common
defence is much more difficult, hesitations, as legal problems, are numerous.
It means for a State to agree having its independence partially questioned
about its defence policy. Now, the history showed the difficulties it
represents. France and Germany are thus in the crossroads between a necessity
to give Europe a credibility, and strong political prejudices. The
French-German «engine» also faces pitfalls. The dialogue sometimes
suffers major lack of understanding, but it never stops totally. By raising the
problems which appear when one speaks about defense, France and Germany
represent a great test-tube. By handling them concretely, they grant them a
strong pertinence; and, by finding effective solutions, they give a true
dynamics to the construction of the ESDP.
