Les mécanismes africains de prévention, de gestion et de règlement des conflits et la protection des populations civiles dans les conflits armés

ABSTRACT

Born from the process of transformation of the Organization of African Unity to the African Union, the African Architecture of Peace and Security demonstrates the commitment of African states to take more responsibility in peacekeeping operations in Africa. This Architecture is based on five pillars: the Peace and security council, which is the standing decision-making organ for the prevention, management and resolution of conflicts, the Continental early warning system, the Panel of the wise, the African standby force and the Peace fund. ThisArchitecture has also the support of Regional economic communities responsible for translating the continental peace and security project into actions in the five sub regions. These different mechanisms have enabled the African Union to make headways especially as it organized without United Nations relay, a mission of electoral assistance in the Comoros and since 2007, it led a major operation in Somalia. Despite these efforts, the complexity of recent crises, particularly that of Mali and the Central African Republic have highlighted the limits of the scope of intervention of the African peace and security architecture, arousing thereby doubts about its predisposition to effectively ensure the protection of civilians in armed conflict. Obviously, the stark conditions for the operational implementation of both the African Union and the regional economic communities are not fully met. Indeed it arises parallel financial, human and logisticproblems which are intrinsically linked to economic constraints that plagued Africanstates. An enormous work of reassembly is underway somehow but it is not up to the scratch, hence the need to strengthen African capacities in peacekeeping through sustained commitment.
